more people working, more people paying taxes is not a tax increase. it is deficit-reduction without a tax increase. i think it's the kind of deficit reduction that we can get bipartisan support for in the country. grow up all sorts of other issues. what about public education? public schools don't teach kids how to read english well and don't teach them american history. but that's a problem, then we need education reform. that is being worked on a state- by-state. that's a problem for kids born here as well as everybody else, in terms of the quality of education they're getting. what about the welfare system? 185 means-tested welfare programs. bill clinton worked with republican congress to reform aid to families with dependent children. we can make progress on the others as well, and reforming welfare is important and needs to be done. it saves money and keeps people from getting locked into welfare dependency. but none of those are arguments for getting in the way of immigration reform. then there's the question of entitlements medicare and get ben

indeed, i made the point of reading the section on taxes -- texas, and what is contained there very much is what i have heard from farmers and ranchers throughout the state. agriculture is critical to my state, as it is to her state, and i suspect the state of every member in this committee. i think all of us would like to see a bill that fixes the broken immigration system. and i would suggest -- and my view, the strategy that will be effective to pass a bill is to focus where there is a wide bipartisan agreement. that is how we will actually get a bill passed. and in my judgment, there are two broad areas where there it is bipartisan agreement right now. number one, i think there is bipartisan agreement that we've got to get serious about securing the border. that we need to increase manpower, that we need to increase technology, that we need to fix the problem. in a post 9/11 world i think it does not make sense we do not know the criminal history in the background of those coming in, and i think there is wide agreement that we should fix that, including the problem of visa overstays.

they will not want the tax, the penalty, and the interest liability that goes along with a tax violation. that's a clear piece, it's not a piece of policy being discussed by these people because they are not serious about solving this problem in the way rule of law people would be. e-verify won't be enforced adequately to be effective. it could be passed, i think it could be passed as a condition but next one is, finish the border fence. we have that language in place now. we passed a 700-mile border fence language, actually 854 miles and that's because the border is crooked in some 40 es and we've got about miles of effective fence system of follow through on the existing law we have, is my recommendation. we don't have to have a new law to build a fence. build the fence, secure the border, then come back and tell us you have actually accomplished that. let's watch this thing with drones and see if that's taken place. we know from the last drone report the border patrol even drone assisted were not interdicting half of those attempting to cross the border and that number in that sector
